This CLE course will guide local government legal advisers on leveraging the $3 billion made available by the CARES Act to empower city and county communities to address the COVID-19 crisis and to develop long-term solutions to chronic homelessness and other housing issues.
Faculty

Mr. Heuer’s administrative law practice focuses on advising both private and public sector clients in two main areas: the development of government strategies at the federal, state, and local levels, and on matters pertaining to real estate, permitting, and land use development.

Mr. Labes’ practice focuses on serving as counsel on complex real estate financing transactions, often by public bodies for the benefit of private entities, primarily in the areas of multifamily housing, healthcare facilities and other nonprofit facilities. He has extensive experience working on transactions involving tax-exempt bonds, low-income housing tax credits, new markets tax credits, historic rehabilitation tax credits, and EB-5 financings. Mr. Labes also has extensive experience working on traditional municipal finance transactions representing local governments on financing matters.
Description
One of the aims of the CARES Act is to address the short supply of facilities to deal with the present and future pandemics, while other facilities are underused. For example, there are shortages of healthcare and hospital space, while there are opportunities to take advantage of lodging and hospitality space potentially available due to the economic impact of COVID-19 and shelter-in-place policies.
The CARES Act makes about $2 billion available to cities, states, and nonprofits through HUD's Community Development Block Grant, Emergency Solutions Grant, and Housing Opportunities for Persons With AIDS programs, for immediate construction of medical facilities, converting hotels and motels to expand hospital capacity, and converting commercial properties to temporary treatment facilities.
Other funds are available to address homelessness, whether already existing or due to COVID-19, for emergency shelters, hotel/motel vouchers, education services, and employment assistance.
