Nevada Comprehensive Licensing Examination

Nevada's pathway to attorney licensure is the Nevada Comprehensive Licensing Examination, known as the Nevada Plan. It consists of three components: the Foundational Law Exam (FLE), the Lawyering Performance Exam (LPE), the Supervised Practice Requirement (SPP). These can be completed in any order, with no limit on retakes, so long as all components are finished within the timeframe set by the State Bar of Nevada. The licensure pathway also requires the completion of the Multistate Professional Responsibility Exam (MPRE) and Character and Fitness review.

The Nevada Plan took effect January 19, 2026, following its adoption by the Nevada Supreme Court. It replaces Nevada's traditional bar exam, which was administered for the last time in July 2026.

Foundational Law Exam (FLE)

A 100-question, closed book, multiple-choice examination administered on a computer at a testing center. To be eligible to take the FLE, applicants must have earned at least 42 credits at an ABA accredited law school or been approved by the Functional Equivalency Committee. Learn more here.

Frequently Asked Questions

What is the Nevada Plan?

The Nevada Plan is the common name for the Nevada Comprehensive Licensing Examination, Nevada’s pathway to attorney licensure. It replaces Nevada’s traditional bar exam and consists of three components: The Foundational Law Exam (FLE), the Lawyering Performance Exam (LPE), and the Supervised Practice Program (SPP). Nevada also requires completion of the MPRE and a character and fitness review. Candidates can complete the Nevada Plan components in any order and don’t have to finish them all at once, as long as everything is completed within the timeframe set by the State Bar of Nevada.

Do I Need to Take the FLE if Iʼm Already Licensed in Another State?

Yes. Nevada does not offer admission on motion or reciprocity, so attorneys licensed in other states must still pass the FLE and LPE to be admitted in Nevada, regardless of how long they’ve practiced elsewhere. The one exception is the Supervised Practice Requirement: attorneys with more than six continuous months of active, licensed practice in a U.S. jurisdiction within the last two years may request an exemption from that component.

Can I Take the FLE While Still in Law School?

Yes. Candidates are eligible to take the FLE once they’ve earned at least 42 credits at an ABA-accredited law school (or received approval from the Functional Equivalency Committee), which for most students falls around their third semester. This means the FLE can be completed well before graduation, unlike the LPE, which requires a completed JD.

How Long Do I Have to Complete the Nevada Plan?

All components must be completed within a six-year window (three years before, and three years after) the year you pass the LPE. There’s no limit on the number of times you can retake a component, but anything not completed within that window will need to be retaken.

Whatʼs the Difference Between the FLE and the LPE?

The FLE tests foundational legal knowledge: it’s a 100-question, closed-book, multiple-choice exam covering seven subjects (Contracts, Torts, Civil Procedure, Constitutional Law, Real Property, Criminal Law/Procedure, and Evidence), The LPE tests practical lawyering skills instead. Candidates work through three practice scenarios, drafting documents and responding to legal tasks a beginning lawyer would be expected to handle, similar to the Nevada Performance Tests. The FLE can be taken as early as law school, but the LPE requires a completed JD.
